“Philadelphia red-light camera fines benefit other towns”

Do you sometimes hear a little voice telling you, “You can make!” as you approach a yellow traffic light that is just about to turn red?  Well it might just be some sheriff in Lackawanna or Beaver County.  That’s right, bad driving in Philly pays for good things out in the boondocks because half your fine goes to the state.  Shouldn’t we at least get a little credit out in the hinterlands?
